Road Controlling Authority

In relation to a road an RCA means the authority, body or person having control of the road, and includes a person acting under and within the terms of a delegation or authorisation given by the controlling authority.

Road User License

A Road User License (commonly known as an RUL) is a permit required by Wellington City Council for temporary structures placed on the public road reserve. Temporary structures refer to scaffolding, gantries, hoarding, skip bins, shipping containers, storage equipment, construction loading zones, and other similar activities on road reserve.

Site Traffic Management Specialist


An NZ Transport Agency (NZTA) qualified person who has specific responsibility for documentation and management of temporary traffic management (TTM).

Traffic Management Coordinator

A person, or position, in an organisation that has the delegated authority from a road controlling authority (RCA) to approve traffic management plans (TMPs), coordinate temporary traffic management (TTM) and, where appropriate for local roads, to delegate power to approve TMPs to others.

Traffic Management Diagram

The TMD is a traffic management diagram within, and forms part of, the TMP. A TMP may have more than one TMD included as part of it.

Traffic Management Operative

The TMO can install, maintain and remove TTM for static roadside and shoulder activities subject to the following conditions; for all activities there must be an approved TMP for the activity. The TMO must be briefed by the STMS.

Traffic Management Plan

A document describing the design, implementation, maintenance and removal of temporary traffic management (TTM) while the associated activity is being carried out within the road reserve or adjacent to and affecting the road reserve.

Temporary Traffic Management

The process of managing road users through or past a closure in a safe manner with minimal delay and inconvenience.

Temporary Traffic Management Planner

A person that holds the required warrant to plan, design and submit traffic management plans (TMPs).

Works Access Permit

A written permission from the corridor manager to enable works on a road corridor to proceed.
